Reliance
Telecom Ltd (RTL) holds licences to operate cellular services in Assam, Bihar,
Himachal Pradesh, Madhya Pradesh, the Northeast regions, Orissa, and West Bengal
(except Calcutta). RTL has licenses for seven circles in 13 states. Of these, it
is yet to start services in Himachal Pradesh and the Northeast. The company has
chosen to provide services in areas with low level of telephony penetration as
compared to the national average.

It has recently started basic telephone operations in the
Gujarat circle that includes the union territories of Daman, Diu, Dadar, and
Nagar Haveli. According to an agreement with DoT, it will provide these services
for the next 15 years. The company plans to provide 2.88 lakh telephone lines in
the first three years of operation. This will require an investment of Rs 25.6
billion. There are also plans to set up a 3,300-km optic fibre network in three
phases in the state from the Reliance refinery to Silvassa in South Gujarat. RTL
has projected a fund requirement of Rs 35.4 billion for its telecom ventures.
Recently, it commenced Internet services under the brand name Only Smart. RTL
is negotiating with Siemens Public Communication Networks Ltd (SPCNL) and other
basic service providers for installing a wireless network enabling data and
voice transfer at high speeds. It is also planning to finalize a deal with
Delhi-based Shyam Telecom for the broadband CDMA system that offers high-speed
data transfer at speeds of 28.8Kbps for fax and Internet access at 64Kbps.
