Zutshi was the first vice-chairman of TRAI. He has widely advocated for competitive price structure in the telecom sector. As the vice chairman, he has laid the foundation stone for quality of service ahead of quantity and tele-density. His argument was QoS drives tele-density. In numerous books and publications that he has written, he has defined comprehensive understanding of various quality of service aspects both in regards to service management and network performance. In his many suggestions as vice chairman of TRAI, the one that drew a lot of critics, was to establish the institution of an Ombudsman, a mechanism, which will ensure that the consumer has a single window grievance redressal. He has many feathers in his hat. He was the ambassador to WTO and GATT.
