It was during Narasimha Rao's rule in 1994 that the government took a decision to allow private players into telecom. The liberalization can be traced to 1991 when the new economic and industrial policies were framed but the telecom part got delayed due to resistance from DoT and the labor unions. It was only towards the end of 1991 that the policy was announced. On top was Rao's agenda to upgrade India's telecommunications infrastructure and this found mention in the industrial policy as well as the Economic Survey of 1993-1994.
