When on Friday the 13th May 1994 the NTP draft was released,
no one had time to discuss its complete ignorance of DoT's restructuring.
Though the government had almost made its intention clear on ignoring the
recommendation of a committee headed by Mrityunjay Athreya. His contribution to
telecom is not just the inputs of the committee headed by him, he was one of the
earliest voices to talk about the multiplier effect that telecom could bestow on
Indian economy.
After more than a decade, it has been proved decisively that Athreya's
ideas were more in tune with the future. Though some of the exact
recommendations of the committee have not been implemented (like keeping both
regulation and policy making within the Telecom Commission or breaking DoT into
four zonal companies), the basic idea of corporatization of DoT services arm has
been complete.
