Much as the bureaucracy is maligned, Seshagiri showed how
much could a committed bureaucrat achieve by being within the government. He was
member-convener of the prime minister's National Task-Force on IT in 1998, and
as a member of the NCP-99 he contributed to the liberalized telecom industry
policy, the NTP 99. He also coordinated the formulation and implementation of
the first liberalized computer hardware policy of Government of India in 1984,
and the first liberalized software development, export and training policy of
1986. He founded the National Informatics Center (NIC) in 1975 and was its
director general till 2000, while simultaneously holding the post of additional
secretary in the Department of Electronics since 1984, special secretary in the
Planning Commission since 1993 and special secretary in the Ministry of
Information Technology since its formation.
