In his three years stint with TRAI, Pradeep Baijal was
instrumental in making a free fall of phone tariffs and steep increase in
teledensity. An IAS officer of the MP cadre, Baijal directly dealt with key
issues be it reduction of access deficit charge charges leading to drastic cut
in tariffs, unified licensing, and others. He was also responsible for TRAI's
recommendations on regulation of cable industry.
Another step of far-reaching implications was Baijal`s
continued thrust on unified licensing, under which an operator can offer telecom
and broadcasting services on a single licence. The implementation of unified
licensing has led to a massive increase in number of mobile connections per
month.
He had a distinguished career spanning 40 years in civil services. Before
taking over chairmanship of TRAI, he held senior administrative positions in the
ministry of finance and industries at state level. Prior to his current
assignment in TRAI, he was the first secretary of Ministry of Disinvestment
where he laid ground rules for privatization.
