Ram Vilas Paswan helped in corporatization of Department of
Telecom Services (DTS) and Department of Telecom Operations leading to the
formation of BSNL. DTS was transformed into a corporate entity from October 1,
2000. The new entity was called BSNL and had an authorized share capital of Rs
10,000 crore, of which the government contributed around Rs 5,000 crore.
Paswan's focused on connecting India with Bharat and
providing village public telephony either by WLL or satellite phones.
International bandwidth also gained prominence with the commissioning of first
private international submarine cable network between Chennai and Singapore
through Bharti-SingTel joint venture. He was also instrumental in DTS rollout
WLL services in four states based on trials.
Under his regime, the TRAI Act, 1997 was amended and a new entity called
TDSAT was created. Paswan was the union cabinet minister for Communications from
13 Oct., 1999 to 1 Sept., 2001.
