As a member of DoT he was instrumental in taking a lot of decisions which ultimately resulted in permission for private operators to start email services. This finally led to the announcement of the ISP policy by the Government of India. The other big contribution made by him was when he was the member, technical at TRAI. He then convinced the government to open up the Internet Telephony in the country.

RRN Prasad also strongly advocated the need to bridge the rural divide with new technologies. According to him, the real bottleneck to the success of broadband as a road to convergence lies in the capability of a service provider to replace the existing copper last mile with FTH, DSL, ADSL and HFC. He was a project coordinator of ITU project in Ghana. He also worked as senior DDG, Telecom Engineering Centre in charge of standardization, specification etc. He has held the charge as Advisor, Department of Telecommunications, at the level of Special Secretary.
