He was one of the most outspoken votary of private fixed
services in India at a time when the CDMA-GSM tussle was at its peak. He
countered every move taken by the COAI. As secretary general of AUSPI, SC Khanna
has assisted the ministry of communications and IT in finalizing NTP '99 (New
Telecom Policy 1999). Thanks to the tussle, it was the customers who benefited
the most by way of low tariff, easy availability of phone connection, and
extensive coverage. He was also actively involved in lobbying with the
government for unified license regime for telecom service providers in the
country. This led to the drastic drop in tariffs and massive increase in tele-density
numbers benefiting all segments of society.
Before joining ABTO (now known as AUSPI), he was president of a
cable company manufacturing Optical Fibre Cable in technical collaboration with
Nokia Cables of Finland. He was also instrumental in setting electronic push
button telephone (PBT) in Mysore.
