As president of the VSAT Association, he took up the issue on behalf of the industry to facilitate access to Ku and C bands, and foreign satellite connectivity. He was the first to take on the challenge of a new industry-the VSAT segment-and assumed office as president and managing director of Hughes Escorts Communications in July 1995.

He developed this industry segment in India, because of which his company maintains an early entrant advantage. Previous to Hughes, Ullal was with IBM for 19 years. His other major assignments were with DCM Data Products, Hewlett-Packard division of Blue Star, Modi Olivetti and Alcatel Modi.
