A retired IAS officer, was the administrator of the USO fund. He was the chairman of the Telecom Commission and Secretary, DoT, Government of India from 7 February 2000 to 31 May 2002.

He was elected the vice chairman of the World Telecom Development Conference 2002 and was the head of the Indian delegation for the Indo-French Joint Committee Meeting. Apart from making India's presence felt in the global space, he also presented a paper on "Telecom Reforms in India" at Stanford University and has contributed many articles on various issues on telecom and information technology. During his tenure, he lead various major reforms in the telecom sector, which initiated the complete opening of the telecom sector for private sector participation.
