Vinod Vaish was instrumental in successfully accomplishing the complicated task of corporatizing DoT. This was in the background of his appointment being opposed by telecom officers due to his being from the IAS cadre. He was the chairman of Telecom Commission and secretary of DoT from June 1, 2002 to January 31, 2004. He was also a member of Telecom Disputes & Appellate Tribunal.

He completed his PG in physics from Allahabad University and MPhil in social sciences from Punjab University.
